How It Works

How We Buy Your Baltimore House in 3 Steps

Selling a Baltimore City house to Revolutionary Home Buyers takes three steps, from the first call to the funds wired on settlement day, and a typical sale settles in 30 days or less.

01

Tell Us About Your Baltimore House

Share the address, the condition and your timeline by phone, text or the form. Ben or Sam calls back within 24 hours, usually the same day, and sets a time to see the house.

02

Get Your Written Baltimore Cash Offer

Ben or Sam walks the house once and sends a written cash offer within 24 to 48 hours. The offer carries no obligation, so you accept it, decline it or keep it as a backup.

03

Close in Baltimore on Your Date

A Maryland title company orders the Baltimore City lien certificates, clears the title and wires your funds on settlement day. The fastest closings take 14 days.

The most common reason a signed Baltimore contract does not reach settlement is a title that is not clear, which is why the title company orders the city lien certificates before it schedules the closing.

What We Buy

Baltimore City Houses We Buy in Any Condition

Revolutionary Home Buyers buys almost any Baltimore City property where the numbers work, and more than 500 city purchases since 2020 lean towards five property types.

  • Rowhomes in full rehabilitation condition, including shells
  • Vacant buildings carrying a Vacant Building Notice
  • Houses with city liens, citations or unpaid water bills
  • Houses with a ground rent, registered or not
  • Rentals with tenants in place, licensed or not

Detached houses, condominiums and multifamily buildings across the city qualify the same way. Where a Baltimore house is worth more on the open market, Ben and Sam point the seller to an agent instead.

Local Property Rules

What Makes a Baltimore City House Harder to Sell

Six Baltimore City rules and conditions make a house harder to sell to a financed buyer, and each one is settled inside a cash sale rather than before it.

  1. Shared walls on rowhomes. A Baltimore rowhome shares its party walls and often its roof line with the houses on each side, so the condition of a neighboring house becomes part of the inspection report on your own sale.
  2. A Vacant Building Notice. A house carrying a Vacant Building Notice from the Department of Housing and Community Development still sells. Baltimore City law requires the seller to disclose the notice to the buyer in writing on or before the contract of sale, and failing to disclose it is a misdemeanor with a fine of up to 1,000 dollars for each offense. The notice is lifted only by rehabilitating the property and obtaining a Use and Occupancy permit.
  3. City liens and the tax sale. Unpaid city charges become liens and place a property in the annual tax lien certificate sale once they reach 1,000 dollars on an owner occupied house or 750 dollars on a house that is not owner occupied. Since 2020 unpaid water bills do not count towards the owner occupied threshold. Baltimore City has no online lien lookup, so a lien certificate is ordered from the Department of Finance during the title work.
  4. Ground rent. Of the 92,419 ground rents registered with the State of Maryland, 62,223 sat in Baltimore City as of January 2020. No new ground rent has been created since January 22, 2007, and a ground rent that is not registered with the State Department of Assessments and Taxation is not enforceable and cannot be collected.
  5. Rental registration and the rental license. Every Baltimore City property that is not owner occupied is registered with the Department of Housing and Community Development, and every property offered for rent also holds a rental dwelling license, one and two unit houses included. The license requires a passing inspection by a state licensed home inspector registered with the city.
  6. Lead paint on older rentals. A rental unit built before 1978 is registered with the Maryland Department of the Environment within 30 days of acquisition and renewed by December 31 each year, and each change of occupancy requires a Lead Paint Risk Reduction Certificate from an accredited inspector unless the property is certified lead free.
Settlement Costs

Who Pays What at a Baltimore Cash Settlement

Revolutionary Home Buyers pays the transfer and recordation taxes and the title fees on a Baltimore City cash sale, while water bills, past due property taxes and any liens against the property are settled by the seller out of the sale proceeds.

On a 200,000 dollar Baltimore City sale the transfer and recordation taxes alone come to 6,000 dollars, and the table sets out each settlement cost, its rate, the amount and who pays it.

Settlement CostRate or BasisOn a 200,000 Dollar SaleWho Pays

Offer Transparency

How We Calculate a Cash Offer in Baltimore

A Baltimore cash offer equals the resale value of the finished house, less commission and sale costs, renovation, closing and holding costs and a margin, and the margin is never a fixed share of the value because it moves with the renovation.

Resale Value minus Sale Costs minus Renovation minus Closing and Holding minus Margin equals Your Cash Offer

Sale costs run at 6 percent of the resale value for commission and selling. Closing and holding costs run at 25 percent of the purchase price plus the renovation, and they cover the purchase closing, property taxes, insurance and utilities while the house is renovated and sold.

Money In on One Real Purchase

Purchase price80,000 dollars
Renovation80,000 dollars
Closing and holding costs40,000 dollars
Total in200,000 dollars

Money Out When the House Sold

Sale price once finished250,000 dollars
Commission and sale costs15,000 dollars
Net at resale235,000 dollars

The margin on this purchase was 35,000 dollars, which is 17.5 percent of the 200,000 dollars invested.

Four factors move a Baltimore offer the most, namely the condition of the house, the recent sales on the same block, the liens and ground rent on the title and whether tenants live in the property.

Compare Your Options

Cash Sale Compared With Listing a Baltimore House

Baltimore City homes sold for a median of 250,000 dollars in July 2026, unchanged from July 2025, after a median of 22 days on the market, according to Maryland REALTORS housing statistics, and a cash sale differs from that listing route on eight costs and steps.

Listing pays more for a Baltimore house that is ready to show on a strong block when you can wait for a financed buyer, and a cash sale leaves you with more when the house needs major work, carries liens or costs money every month it sits empty. Repairing first, listing with an agent and selling for cash are the three routes compared for the whole state in the guide on how to sell your house fast in Maryland for cash.

Beyond the Standard Sale

Selling a Baltimore House in Harder Situations

Six Baltimore selling situations come up most often in the calls Ben and Sam take, and each one closes through the same three steps.

Selling a Vacant Baltimore Rowhome

A vacant rowhome in the less expensive Baltimore neighborhoods costs roughly 450 to 650 dollars a month to hold, made up of about 100 dollars in property tax, about 100 dollars in insurance, 200 to 300 dollars in utilities and 50 to 150 dollars in water. That comes to roughly 5,500 to 7,900 dollars a year before citations, which add up to 100 dollars on top. The steps to sell a vacant house in Maryland apply in the city with the Vacant Building Notice added.

Selling an Inherited Baltimore House in Probate

An inherited Baltimore house sells once the Register of Wills for Baltimore City appoints a personal representative, who signs the contract for the estate. Heirs living outside Maryland take part without a trip for every step, and the steps to sell a house in probate in Maryland apply unchanged inside the city.

Selling a Baltimore Rental With Tenants

A Baltimore rental sells with the tenants in place, because the leases transfer with the property at settlement. Unlicensed and unregistered rentals sell the same way, and the full set of choices to sell a house with tenants in Maryland applies inside the city too.

Selling a Baltimore House Before a Foreclosure Sale

A Baltimore house in foreclosure sells right up to the foreclosure sale date, and the sale price pays off the loan at settlement. Free state counseling through the Maryland HOPE Hotline at 1-877-462-7555 is worth a call before you decide.

Selling a Baltimore House That Needs Major Repairs

A Baltimore house with a failing roof, a cracked foundation or fire damage sells as is, because the renovation cost sits inside the cash offer rather than on your repair list.

Selling a Baltimore House From Out of State

An owner living outside Maryland sells a Baltimore house without repeat trips to show it, because Ben or Sam sees the house once and a Maryland title company handles the settlement.

I met Ben after putting a 4sale sign in my row house window. He said they had just purchased the unit down the block. He made a respectable offer and purchased my unit quickly. To my surprise they also purchased 2 more of my units in Anne Arundel Co. Very respectable offers. Clear Title handled all 3 transactions with precise professionalism. Smooth. I'm smiling right now. Wow! 😀👍🏾

Ben is a true stand-up guy. We hit a small bump in the road to completing our transaction, but Ben assured me in person, that he would get it straightened out, and, that we would close on time - and we did!

Absolutely wonderful group to work with! Sold one of our properties in a matter of weeks where we thought it would take months. They worked extremely hard in helping us achieve our goals in a pretty tough market. Very grateful to the team for getting it done so quickly and efficiently.

Very smooth transaction with the sale of 2 properties to Revolutionary Home Buyers. They made the process easy and overdelivered when we ran into issues with Baltimore City. I will be doing more business with them in the future.

Straight Answers

Questions Baltimore Sellers Ask Before Selling for Cash

These are the questions Baltimore City owners ask Ben and Sam most often before they request a cash offer.

How soon can you close on my Baltimore house?

The fastest closings take 14 days, and a typical Baltimore settlement runs 30 days or less. You choose the date, so a later settlement for a move or an estate works the same way.

Do I have to clean or fix anything?

No, a Baltimore house sells in its present condition, and you take what you want and leave the rest. Repairs and cleanouts happen after settlement at the cost of Revolutionary Home Buyers.

Are there any hidden fees?

No, there is no commission and no fee for an offer, and Revolutionary Home Buyers pays the transfer and recordation taxes and the title fees. Water bills, past due property taxes and any liens are settled by the seller out of the sale proceeds, and each payoff appears on the settlement statement before you sign.

Is my mortgage paid off at the settlement table?

Yes, the title company pays off your mortgage from the sale proceeds at settlement and wires the balance to you the same day.

Can I sell a Baltimore house that has a Vacant Building Notice?

Yes, a Vacant Building Notice does not prevent a sale. Baltimore City law requires the notice to be disclosed to the buyer in writing on or before the contract of sale, and that disclosure is part of every contract Ben and Sam sign.

What happens to the city liens on my property?

City liens are paid out of the sale proceeds at settlement. Baltimore City has no online lien lookup, so the title company orders a lien certificate and every lien shows up on it before closing.

Do you buy Baltimore houses with ground rent?

Yes, ground rent is common in Baltimore City and it is dealt with at settlement, so you do not redeem it first. A ground rent that was never registered with the State Department of Assessments and Taxation cannot be collected at all.

Do you buy a Baltimore rental that lost its license?

Yes, Revolutionary Home Buyers buys Baltimore rentals whose registration or rental license has lapsed, including houses that failed the licensing inspection.

Are Baltimore home prices dropping in 2026?

No, the Baltimore City median sale price held at 250,000 dollars in July 2026, unchanged from July 2025, according to Maryland REALTORS housing statistics. Those figures describe houses ready for a financed buyer, and a house that needs major work sells below them on the open market.

Is selling a house for cash in Baltimore a good idea?

Selling for cash is a good idea for a Baltimore house that needs major repairs, carries liens or a Vacant Building Notice, or costs money every month it sits empty. A house ready to show on a strong block often nets more through an agent, and Ben and Sam say so when that is the case.

Do you buy houses outside the Baltimore city line?

Yes, Baltimore County is a separate jurisdiction from Baltimore City, and Ben and Sam have bought more than 50 properties there, from Towson to Dundalk. The county has its own transfer tax and its own page to sell my house fast in Baltimore County.
